The Taking Back of Mandalore is one of the final initial quests in the second book of quests. After recruiting all of the other Mandalorians from the different planets you will get the Map to Mandalore which is the KEY TO THE QUEST.
After you got the key, use the command /raids and select the Taking Back of Mandalore icon. This will throw you into the quest.
For partying up with players use the party command /party invite {player name} and invite them. They both must have keys to use the raid.
In the event you do not complete the raid, the system will not take your key and you can do this over again.
